Dave earned a bachelor’s degree in Accounting from Millikin University and an MBA with a specialization in Finance from Missouri State University. He holds licensing in the AIF, SIE, Series 7, and Series 66, underscoring his expertise and success in wealth management.

Dedicated to helping individuals, families, and small businesses achieve financial clarity, Dave combines thoughtful planning with personalized guidance. By taking the time to understand each client’s unique goals, he develops strategies that support long-term financial well-being. Based at the Mattoon facility of First Neighbor Bank, he provides wealth management, retirement planning, and investment support in a clear, approachable manner, grounded in his deep roots in the community.

A lifelong Mattoon resident and Central Illinois native, Dave began his career in public accounting before serving as Vice President of Family Horizons Credit Union in Indianapolis. He later returned home to become Chief Financial Officer of a regional healthcare group, which eventually integrated into Sarah Bush Lincoln Health Center.

Dave entered the wealth management field in 1998 with Merrill Lynch and continued his career with Stifel Financial. In 2017, he founded Phipps Wealth Management, LLC. Today, he serves as an Investment Advisor Representative with LPL Financial LLC, affiliated with First Neighbor Wealth Management.
Beyond his professional work, Dave is deeply committed to public service and community leadership. Elected to the Mattoon City Council in 2024 and re-elected in 2025, he focuses on economic development, infrastructure, affordable housing, and overall community improvement. He also contributes to the city’s long-term growth as a member of the Public Works Advisory Board.

Dave is active in numerous local organizations, including the Exchange Club of Mattoon and the Mattoon Community Food Center, where he serves as Secretary on the Board of Directors. He has supported the Mattoon Chamber of Commerce, Mattoon Youth Basketball, Mattoon Girls Softball, Mattoon Junior Baseball, and The Salvation Army. Coaching youth sports, especially over a decade of youth softball—remains one of his most meaningful contributions, reflecting his enduring commitment to the region’s youth and community programs.

Dave and his wife, Cindy, live in Mattoon, where they raised their three children—Shelby, Riley, and Mason. In his free time, he enjoys long-distance running and traveling to new places. Above all, Dave values time with family and friends, active community involvement, and the small-town work ethic that continues to shape both his personal and professional life.
